16 Digit Counter - Anywhere from 1 to 16 digits

I need several counters for different things. So - instead of printing all different counters, I made my own. It can be used as anywhere from 1 counter with 16 digits, or 2 counters with 8 digits, 3 counters with 12 digits, or 4 counters with 4 digits. How does this thing work?
